Advertisers who work directly with X’s sales team can be billed against an insertion order instead of a self-serve card. If you run your own campaigns at ads.x.com, the card route is the one that applies.

Card problems on X usually show up in the Billing tab first, and repeated ones can halt the ads account. These are the common causes.
Pre-authorization failedWhen you add a card, X places a temporary pre-authorization to check it. A card that blocks foreign online merchants or has too little balance fails right here and never becomes Active.
Fund the ScarabPay card before adding it, so the hold is approved and the card shows as Active.
Payment method declinedIf campaigns keep running and the next charge exceeds what the card holds, the payment fails and delivery can stop.

Account haltedX says payment inconsistencies and suspicious activity, such as repeated failed payments or chargebacks, can lead to a temporary or permanent halt.
Avoid retry loops and disputes; if a halt happens, appeal through X Ads support.
Unbilled balanceA card can only be deleted once campaigns have been paused for 48 hours and nothing is left unbilled, so swapping cards mid-campaign often fails.
